Purpose:
This workshop presents hands-on proposal preparation skills for managers and individuals who prepare cost or technical proposals. Using a series of lectures and group exercises, the workshop provides an overview of the procurement process and helps develop necessary skills to prepare a responsive cost and technical proposal to a Federal Government solicitation. The major topics covered are:
■ Overview of the Federal procurement system
■ Understanding the solicitation's format and contents
■ Analyzing the performance work statement (PWS) and work break down structure (WBS)
■ Importance of past performance and evaluation factors
■ Making oral presentations
■ Guidelines for winning proposals
■ Recommendations for common proposal problems
Audience:
NPA staff members who prepare cost and/or technical proposals are encouraged to attend.
Format:
This two-day workshop includes classroom instruction, group exercises, hands-on analysis, and cost and proposal preparation.
Instructor:
Jack Townsend, Senior Contract Manager, NISH Services Department, National Office, instructs the course. Townsend has more than 30 years of experience in procurement, including experience managing and writing proposals, managing contracts, and 25 years of working with the Federal Government.
