Contract Management for Service Projects

Learning Objectives:
 Interpret the sections of the Federal Acquisition Regulations (FAR) that are applicable to the AbilityOne Program
 Identify the players in the AbilityOne Program and understand their respective roles
 Understand AbilityOne project/contract formation, its consistencies with the FAR, and those aspects unique to AbilityOne
 Comply with the legal aspects of project/contract requirements
 Determine best practices to implement when modifying project/contract requirements
 Apply the concept of change management as it relates to the organizational environment
 Identify when to request an equitable adjustment in project prices
 Identify basic techniques of alternative dispute resolution
 Recognize and determine when to submit a claim
 Identify available resources to help better manage project/contract relationships with customers
 Understand subcontracting, pricing, and market research as it applies to AbilityOne contracts

Purpose:
This workshop introduces Federal Government contracting, including Federal agency procurement practices, the authority for the AbilityOne Program, and the unique procurement relationship that exists between an NPA producing under AbilityOne and the Federal agency with which the NPA interacts. Additionally, it introduces the theories governing Federal contracting. Participants receive training on a variety of topics, but the primary focus is managing AbilityOne projects according to the FAR, which governs performance and contract administration.
Audience:
This course is valuable for front-line supervisors, project managers, project/contract administrators, and other NPA leaders involved in the performance of AbilityOne service projects. Those responsible for maintaining direct communication with Federal agency contract administration staff and quality assurance evaluators will also find this program useful. This course is not tailored to the needs of product producers.
Format:
This workshop emphasizes discussion and small group exercises. The instructor customizes the workshop based on participants' specifc training needs and contract management questions. As a result, its length varies from two to three days.
Instructor:
Fil Tellez is a senior contracts manager with NISH and has prior experience as a warranted contracting offcer. He has extensive subject matter expertise in the Federal contracting arena. Tellez also brings his expertise from the NISH Northwest Regional Offce where he worked directly with NPAs and Federal Government agencies. Tellez blends his Federal knowledge and skills with his experiences in the private sector as a materials manager and purchasing professional.
